Opening Opening addressRemarks by: Minister of Culture, Sports and Tourism Nguyễn Văn Hùng

Minister Nguyễn Văn Hùng · Seven questions for the Summit

  • On what political and legal basis is sport an economic sector?
  • What do World Cup hosts earn, and how much does it add to GDP? “We started late… where can we leapfrog?”
  • With double-digit growth as the target, where and how much can sport add to GDP?
  • How does sport become an important part of a modern service economy?
  • Which rules still stand in the way? The Sports Law should be put to the National Assembly for amendment.
  • How do we get a joined-up sports ecosystem? “No one can do the work of business for it.”
  • Can Vietnam do it: host major events, sell services, make and distribute products, and grow sports tourism rooted in its regions?

Assessment

  • “Until now our approach has been piecemeal, small and scattered.” Minister Nguyễn Văn Hùng asked for “more action than quotation”.
  • The goal: sport that is “strong in results, rich in economic value, deep in cultural value and sustainable”.

“The law is not just about control; it creates room to grow and a platform for a new industry.”

Minister Nguyễn Văn Hùng
Session 1 Vietnam Sports Economy Report 2026: a global view of sport as an industryPresenter: Trương Trí Vĩnh, on behalf of the authors

Vietnam’s market base

  • 100 million people and 2025 GDP above USD 500 billion: “people and money”. Urbanisation is above 40% against 80–90% in developed countries: plenty of room, since sports spending follows cities.
  • The sector is moving from participation and medals to consumption, commerce and services. Vietnam already has a sports economy, but it is fragmented and lacks legal, financial and competition foundations.

The global sports economy

  • Core revenue (rights, sponsorship, tickets) is about USD 500 billion; about USD 1 trillion with spill-overs; the WEF estimates USD 2–2.3 trillion.
  • Three shifts since the 1990s: competitions became content, clubs became assets, the internet globalised fans. The business is moving “from selling tickets to selling audiences”.
  • Run two tracks at once: mega events (big but risky) and year-round professional leagues (steady income).

Size and scenarios

  • Today: the sports economy is about 0.3% of GDP, roughly USD 1–1.5 billion; the core is about USD 300 million.
  • A 30-year S-curve scenario: 2–3% of GDP, about USD 30–60 billion, in line with the share in China and the US today.
  • The lesson: copy no single model; growth can come from property and infrastructure, tourism, technology and AI.

“Sport is turning from a ticket business into a media business: from selling tickets to selling audiences.”

Trương Trí Vĩnh
Session 2 Building a sports economy: the Korean modelPresenter: Cho Hyun Jae, Chairman, Korea Sports Promotion Foundation (KSPO); former Vice Minister of Culture, Sports and Tourism

Three stages

  • Before 1988: sport for national prestige. After Seoul 1988: sport for all, through public centres and local clubs. Today: a sports industry creating value through ICT, fandom and urban development.

Money and law

  • KSPO was set up after 1988 with about USD 300 million of surplus. Legal betting raises about USD 1.5 billion a year: 50% for community sport, 30% for elite sport, 20% for R&D, start-ups and the sports industry.
  • The Sports Industry Promotion Act (2007) lets private operators lease venues for up to 25 years instead of 3, cutting state costs by 30% and lifting venue revenue by 50%.
  • Korea’s sports market was about USD 32 billion in 2010 and nearly doubled by 2024. In 2024 the KBO passed 10 million spectators for the first time. Around 70% of pro athletes come up through clubs.

Three pillars for Vietnam

  • Law: a sports industry promotion act so that companies that build venues can profit. Infrastructure: “365-day hubs” with retail and offices. People: professional managers.

“Without professional managers, sports infrastructure is just concrete.”

Cho Hyun Jae

“Never build a venue just for competition; it may fail. It has to be a hub that works 365 days a year.”

Cho Hyun Jae
Session 3 Panel: Markets, investment and revenue models in sportModerator: Journalist Dương Ngọc Trinh (VTV)Speakers: Hoàng Hải Vân · Chu Tiến Đạt · Lim Song · Tô Duy · Dane Fort · Tô Nam Phương

Tô Duy, New Sports

  • Courts and basketball competitions from primary school to pro level, plus a management app; PPA Asia pickleball is next. Hurdles: permits differ by province and arena rents lack transparency.

Dane Fort, California Wellness Group

  • Only about 1% of Vietnamese belong to a gym, against 20–40% elsewhere; the aim is 10% within ten years. A billion-dollar industry starts with people and how they think about health.

Lim Song, VSP

  • A global boxing convention in HCMC in May 2026: about VND 5 billion in cost for an estimated VND 100 billion in impact. Some 80% of an organiser’s risk lies in permit delays.
  • Proposals: an Agoda-style platform to book public venues; incentives instead of paperwork; tech platforms to fund events.

Hoàng Hải Vân, Coolmate

  • Coolmate entered the US on Amazon in 2025, with two products earning Amazon’s Choice, and is expanding into Thailand and Malaysia.

Chu Tiến Đạt, VTC

  • Esports is worth nearly USD 2 billion a year worldwide and about USD 6 million in Vietnam. Digital fan engagement and collectibles bring about USD 12 billion a year globally; Vietnam has “almost nothing yet”.
  • He called for digital sports to be recognised when the law is amended; the 2026 National Games include three esports titles.

Tô Nam Phương, FPT Play

  • FPT Play holds Premier League rights for the next 5.5 years. SEA Games 33 drew about 2 billion views on FPT Play in under a month; without rights protection the market loses “billions of dollars”.

Session takeaways

  • The sports economy brings together four parties: the state, sport, business and investors.

“Sports and sports-lifestyle products are Coolmate’s passport to the world market.”

Hoàng Hải Vân, Coolmate

“Not a financial unicorn, but a unicorn in quality of life.”

Dane Fort, California Wellness Group
Session 4 International experience: Korea’s sports industry policyPresenter: Park Chan A, Director, Korean Cultural Center, Embassy of the Republic of Korea in Vietnam

Structure, budget and data

  • A Sports Industry Division in Korea’s culture ministry runs industry planning, with about KRW 400 billion a year.
  • The 2024 survey: revenue of about KRW 84.6 trillion, some 490,000 workers and 130,000 companies. The 2030 target is KRW 116 trillion.
  • Pro sport: five sports and about 70 locally rooted clubs; women make up over half of baseball crowds. The state only regulates and supervises.

Support schemes

  • Stage-by-stage support from start-up to global expansion; low-interest loans; a 2026 investment fund of about KRW 40 billion, including a sports-tech fund for AI.
  • 10% of sports-betting profits go to professional league organisers.
Session 5 Panel: Policy and strategy for Vietnam’s sports economyModerator: Journalist Dương Ngọc Trinh (VTV)Speakers: Cho Hyun Jae · Bùi Huy Năm · Nguyễn Hồng Minh · Vi Quốc Tuấn · Đào Duy Tuấn

Nguyễn Hồng Minh, Deputy Director General, Sports Authority of Vietnam

  • Sport can be “an integrated service industry”, and private investment is “a must”. Four sets of measures: draw companies into venues and major events; 25-year leases or 30-year operating rights; support for manufacturers and service firms; clear commercial and media rights.

Vi Quốc Tuấn, Vietnam Golf Association

  • About 150,000 golfers and nearly 100 courses, aiming for 150–180 by 2030. Obstacles: a 20% excise tax, 2–3 years of approvals, no public courses.

Đào Duy Tuấn, Government Office

  • Education and awareness come first; school sport is the base. The state “does not do everything, it builds the framework”, and public money is “seed capital” for private investment.

Bùi Huy Năm, VTVcab · Cho Hyun Jae, KSPO

  • Without a new model now, Vietnam will miss out because others “have moved too fast”. Mr Cho: a young population makes this “a golden moment”; finance, capital and tax support for private firms are key.

From the floor

  • Lê Văn Thành, Chairman of Động Lực: sponsorship is not deductible, while other countries allow 100–120%; he proposed a tax-deductible sports fund and an early sports-economy law.
  • Vietnam Motorsport Federation (in writing): revive the unused Mỹ Đình circuit, idle for over five years, as a low-cost FIA Grade 3 track.

“This is the right moment to take the sports economy more seriously and more systematically.”

Bùi Huy Năm, VTVcab

“As the platform, the state does not do everything; it builds the institutions.”

Đào Duy Tuấn, Government Office
Closing Conclusions and next stepsRemarks by: Minister of Culture, Sports and Tourism Nguyễn Văn Hùng

Minister Nguyễn Văn Hùng · Conclusions

  • “We must build a sports economy”, as part of an integrated service economy. The home market is “solid ground”: 100 million people, 38% exercising regularly, over 40% in Hanoi and HCMC.
  • The Party General Secretary has suggested studying a World Cup bid; the Ministry has launched a project aimed at the nation’s centenary.

Three tasks

  • Amend the Sports Law to enable growth, with a full chapter on the sports economy; it is on the 16th National Assembly’s agenda.
  • Submit a Sports Economy Strategy to 2045 to the Prime Minister, “to be done within 2026”.
  • All 34 provinces to act on the principle “the locality decides, acts and takes responsibility”.

“A football club, built the right way, is a sports economy in itself.”

Minister Nguyễn Văn Hùng

“Let us listen together, think together and act together, travel together and arrive together.”

Minister Nguyễn Văn Hùng
